Plan to attend the Annual Meeting in Rhinelander on October 12,2002. You may

time to sign up -- see your section president. Jamie Rice has been working hard
to make
this a grand Annual meeting!! We are also inviting some of the candidates for
office to the
meeting to talk with members.
The SEA election results are listed below. I want to thank the Election
Committee led by
Roben Schaefer. They organized, counted the ballots and have now posted the
results.

Thanks to all of you who participated in the SEA election process. Your
participation is
critical to the success of the Association-consider running for an office during
the next
local or statewide election.
You're not done participating in elections, now it is time to get serious
about the
November State elections. Study the candidates carefully and make sure you vote
T your
involvement does make a difference and it does count. VOTE in November.
Bargaining for the 2001 -- 2003 contract is still on hold. We've heard that
DER is working
with other units we expect to have some contact with DER in the near future and
well
complete bargaining.
Regarding the 2003 - 2005 contract, we are beginning preparations for our next
term of
bargaining. Sharon Bremser has volunteered and been appointed by me to be the
Demand
Formulation Chairperson. Sharon will begin organizing and getting ready to
gather input
from members for the next contract term. Start thinking about contract areas
where you
would like to see improvement and see your section president for a form to
provide your
contract suggestion.
Continue to be professionally and technically the best at your jobs - it's how
we can best
serve the taxpayers and ourselves! The Association is YOU! Your participation is
critical
to the success of the Association.

The Department of Agriculture Trade and Consumer Protection has their No Call
list up
and running. To eliminate your phone number from most telemarketing calls that
mOst of us get
at home or elsewhere, you must sign up. You can sign up very easily by calling
their toll free
number: 1-866-966-2255. The service runs through a calendar year and is good for
two
years, at which time you you'll have to sign up again. The state legislation
that this originated
from was "engineered" by Senator John Erpenbach of Middlelon. You can also do
this
from the DA TCP website found at
www.wisconsin.gov . DATCP is found at the
state agencies page.
I remind everyone again that they should be very diligent in the use of their
office PC.
The "computer police" can track you down within minutes, every keystroke can be
tracked.
follow your common senses and your Department's policy and protocol. Use the
telephone instead,
or wait until you are at home on your time, and your dime.
Tile Annual meeting of the membership is being held in Rhinelander this October
12th. Many of
the local Sections/Districts have appropriated funding to assist members so that
they might
attend. It should be a fine meeting. Jamie Rice, President of the Rhinelandcr
District and his
members will be great hosts, and would like to see many of you attend. We are
inviting all the
Candidates for Governor to attend and State Senator from that District, Roger
Breske, will be our dinner speaker. Senator Breske currently serves on Committee
on Health,
Utilities, Veterans and Military Affairs, Heritage Tourism Council, Council on
Highway Safely,
Committee on insurance, Tourism and Transportation (Chairperson), Rustic Roads
Board, Joint Survey Committee on Tax Exemptions, Council on Tourism
Transportation, Projects Commission.
Health insurance (Dual Choice) is soon to be out in the mainstream. Rates have
gone up about
6% to 19% depending upon the HMO looked at. For your information most state
employees do
not have a clue how much1 money the employer puts into your HMO benefit. On
average the
single HMO's are about $400/month with the Standard plan at a maximum of
$715/month.
The family plans are generally around
$1000/month with a range of $800/month to
$1700 a month depending upon which county you reside in. These rates are
projected for t~
year 2003.
DNR and DHFS have employee ID cards which appear to be a mixed bag of emotions
for those
who are issued them. Be aware that holding to DOA. all departments will
eventually have these.
The ID's are to be worn on the person so that they are visible. DHFS uses a
color coded
stripe, with green indicating employee, red =contractor, blue = concealed
weapons allowed,
etc. It is not mandatory to know the color associations, but I think I'd like to
know who's
carrying weapons. Apparently DNR is the only agency that requires these to be
worn or in hand
to enter the building. This policy may have changed by this writing though. It
is fairly
optional at tills time at DHFS.
Many rumors are around regarding other unions' bargaining results. Read your
newsletters for our
input on this, and SEA's progress, or lack of, in this area. I mention it here
just to alert you to
this. Feel free to Comment with your elected officers or the legislators as you
feel the need.
Primary elections are Over, I hope all of you participated in some manner.
Continue to follow
your candidates, and make wise choices on November 5th. This does affect you and
your
state employment. If space permitted, I would ha\'e liked to publish ore of our
members letters
to all the candidates. The letter said almost the same thing to each of the
various persons
running for governor, but... they each had a bit of a personal touch given that
particular candidates
statements or views of the issue addressed (which was 2001 Act 109 and 2003-2005
Budget
Policies) Covered were contracting out. the budget, and slate employees. I would
like to
thank member "OM" for his great correspondence to all the candidates on this
matter on behalf of himself and SEA. More of us need to correspond to the
legislators and
governor.
I also would like to thank former member Amanda Zacharias for her service to
SEA.
Amanda was our Secretary and took notes at our meetings for this newsletter.

SWIB MEETING- September 4, 2002
This was the annual reception by SWIB providing an informal communication
with participants in WRS and other interested parties when we can discuss
issues with Investment Board members.
"Woody Brock" can't explain what the market is doing. His concerns
consist of the following and the effect they have:
. Capitalizations
. Moving off shore to evade taxes
. Federal debts
. No stock dividends (which add value)
. Short term high price buyouts
. The economy poor in July
. Productivity growth was great
. Savings up to 4% from 0, but not 8%, which would be good
. Capital spending is coming back very slowly
. 1-2% growth is very wimpy
. Choppy market: -300 yesterday; +70 today
. No reason for bungy market (they overshoot in both directions)
. Expectation is totally out of whack

Report; the same report given to the SWIB on September 4,2002 and the
ETF Board on September 26,2002.

New SEA Internet Site
The State Engineering Association website is up and running. We can be found
at www.wisea.org .
The goal of the website is that it become a communication tool to keep members
informed about current issues affecting them. It will also allow them to
communicate back to their elected SEA representatives about their views and
opinions.
Currently the site has information about the directors, upcoming events,
newsletter articles, bargaining, demands form, background Information, joining
SEA, change of address form, membership transfer form, by-laws, SEA contract,
and other useful links.

WI COALITION OF ANNUITANTS (WCOA} MEETING ~ SEPTEMBER 18, 2002
The guest speakers were Ken Johnson, Chief Operating Officer, and Keith
Johnson, Chief Legal Counsel from the Wisconsin Investment Board.
Ken Johnson gave us an update of SWIB's performance.

SWIB is now anchored in the Russell 3000 index. To note the change
in SWIB, 90% of stocks were internally managed in 1993; and in 1999,
SWIB went to indexed investments and now only 33% are actively managed..
Good news: Next week Heartland is to payoff the bonds SWIB purchased
at the specified rate of 20%, approximately 2.3 million.
For details on market losses by SWIB, note the ETF Round Table article in
the September SEA Newsletter on page 3. This report by Ken Johnson and Keith
Johnson was much the same as there part provided in August at the ETF Round
Table meeting.
One additional comparison made by Keith Johnson was the amount of recovered
losses from legal actions in consecutive years.
2001 -- 32.75 million recovered
2000 -- 12.5 million recovered
1999 -- 8.5 million recovered
The Health Insurance Survey by WCOA was participated in by SEA and the
committee is working on completing the summary. When the summary is completed,
I will provide copies to the SEA Board members.
The next WCOA meeting is scheduled for October 16, 2002.

Blue Cross & Blue Shield - DentalBlue has recently notified us of their intent
to
terminate the current Dentacare plan effective December 31 2002.
We are in the process of obtaining data to implement a new plan and we will
inform you as soon as we have any information to pass on to you.
ELECTION 2002
I would like to thank the Nominating Committee of Jaimie Rice and Leroy

2003 - 2005 State Engineering Association Contract Demands
It is time to formulate our contract demands for July 2003 - June 2005 contract.
Although we still do not have an approved 2001 - 2003 contract we must organize
to be
ready for the next session that will begin in July 2003.
A meeting will be held in January '03 for the Demands Formulation Committee to
review
demands received from October '02 - December '02. The group will form demands
for
use by the 2003 -2005 SEA bargaining team.
See your SEA section president if you are interested in participating in the
Demands
Formulation Meeting in January '03. The meeting location and times will be
announced
in December '02.
Please fill out the enclosed form and return to the SEA office by December
31,2002. Be
sure to site which article and section of the contract it applies to. A listing
of various
sections can be found at the SEA Internet site at
www.wissea.org under the Contract
menu selection.
The 2001 - 2003 bargaining team is making every effort to finish and have a
contract
ready by July 2003. If you feel you do not know if a past demand will be
approved.
please resubmit for the 2003 - 2005 demands. Any items ,approved in the 2001 -
2003
contract will not be used for the 2003 - 2005 contract demands.
We can't bargain demands we are unaware of. Please participate and let us know
what
your needs are.
